KCI Airport Motorsports Park Slated
The Kansas City, Mo., City Council approved the lease proposal for the KCI Motorsports Park at its weekly meeting on Thursday, Feb. 15. The previous day, Mark VanLoh, Director of Aviation at Kansas City International Airport, presented the lease proposal on behalf of Rick Watkins, co-manager of FastTrack Group, LLC, to the Kansas City, Mo., Aviation Subcommittee for the KCI Motorsports Park on 300 acres just west of Kansas City International Airport, leased to the developers for 30 years by the City of Kansas City’s Aviation Department. Plans call for an investment of $25 million in the subsidy-free development with a projected boost to the City’s infrastructure and revenue generation at 10 times the current level. The Aviation Subcommittee unanimously approved the lease before sending them to the City Council for review and ultimate approval.

KCI Motorsports Park promises car enthusiasts a state-of-the-art venue to pursue the international obsession for motor sports. Membership-based, KCI Motorsports Park will operate similar to golf-oriented country clubs or social membership groups. Phase One construction is anticipated to start in May 2007 and complete in Spring 2008 and includes the north track, paddock, club house, a kart track, garage units, public entrance facility (including classrooms), a car-set up shop to be operated by a track pro, and team unit buildings. Phase Two, which includes the south track, a possible second kart track and additional team units and paddock garages, is anticipated to start in March 2008 although depending on demand both phases could be built simultaneously.

Initially KCI Motorsports Park is attracting a limited number of founding-level members with top-tier benefits that include an equity component and a garage located on “Founder’s Row” and require no annual dues. A large number of general membership packages with an initial membership fee and annual dues are offered starting as low as the karting memberships at $5,000 and ranging up to elite individual membership of $35,000 and a corporate membership of $75,000. The track will also be available for rental to private groups, giving local car and motorcycle clubs the opportunity to test their abilities in a safe and controlled environment. Regular public spectator and competition events are planned. In addition, driving schools will be held at the track, giving the public the opportunity to learn the techniques of high performance driving.

The development team includes the leading private road course architect in the country, Alan Wilson. KCI Motorsports is owned by FastTrack LLC, as a partnership between Rick Watkins of Watkins & Co. and Apex Motorsports. Watkins has developed projects of this scope or greater for many years in the area. All are racers or motorsports enthusiasts.

SAFETY APPROACH

Safety is of utmost importance to the KCI Motorsports Park. The company has taken the following
precautions to help maximize the safety of the drivers and protect their vehicles:
  • The racetrack will have level and wide, smooth run-off areas with tire walls well off the racing line to minimize risk the risk of damage to vehicles and injury to participants. The road course is approximately 40 feet wide and lined on both sides by safety zones graded to the same longitudinal and cross grades as the track, with grass surfaces.
  • Before ever going onto the course drivers will be required to attend a driver safety training event that will, among other things, teach the physics of high-performance motoring, car control techniques and safety measures.
  • All vehicles must be inspected by the track technician to ensure mechanical safety prior to being allowed on the track.
  • Employees will be trained as first responders to react before emergency response reaches the site. Rental agreements require that outside groups renting the facility must provide an EMT onsite during use.
  • The facility will be fenced and employ 24-hour security and an electronic surveillance system in order to prevent trespassing and discourage unauthorized users from entering the track as well as ensuring security to the facility and inventory.
